At the moment I have a hetzner dedi that really works well, I have to make this cheaper, how can I add a hetzner volume to a cloud server as all I see it does is add a extra volume and not be able to combine it the original drive, my plex library is large and takes up a lot of space, or will it be better to use a netcup vms with there 480 sas drive

i haven't done it yet, but ya. you would have to create a volume, make sure it mounts and then use the 2nd hd option. Right now, this server moved to a cloud server from hetzner. It ran ontop of my previous plex server. the question is how reliable is it for transcodes?
